The Belgium flap:

On November 29, 1989, in the Eupen region:

05:30 p.m. from Nispert, "Mr. G.":

SOBEPS indicates that at about 05:30 p.m., "Mr. G" was in Nispert, a height in the North-East of Eupen.

From there, he saw, coming from Kettenis, a flying object carrying "three big headlights, bright, arranged in a triangle".

The object passes silently at 200 or 300 meters from him.

SOBEPS notes that this witness had seen, on November 3, 1989, near the German border in Raeren a strange flying object with unusually powerful lights flying very slowly at treetop level.

SOBEPS says "Mr. G." is a man who had "very important technical responsibilities at the City of Eupen."

There is a summary for this observation, published on the web by the Belgian ufologist Godelieve Van Overmeire in her catalog circa 1999, now gone, but much copied by UFO websites and forums. This summary is as follows:

1989, November 29

BELGIUM, Nispert (NE of Eupen)

(see November 3, 1989) In the evening Mr. D. is in Nispert from where he sees arriving from Kettenis a flying object with three bright lights in a triangle. This object passes silently at 200 or 300 meters from the witness at 05:30 p.m.. (VOB 1 - 1991, p. 20)

It can be seen that Mrs Overmeire called the witness "Mr. D." instead of "Mr. G.". This is because she interverted the initials with those in another sighting report she published.

The observation was noted by French ufologist Alain Delmon in his dossier on the observations in the Eupen region on December 29, 1989:

At about the same time (~ 05:30 p.m.) Mr. G. (who has very important technical responsibilities for the city of Eupen) is in Nispert, a height in the North East of Eupen. He sees arriving from Kettenis a flying object with three large bright lights arranged in a triangle passing silently at 200 or 300 meters from him.

Situation:

In the center, the city of Eupen.

The green circle indicates Nispert, said to be the location of the observer.

The red dot is, according to the map by the SOBEPS, (source cited above) the position of the UFO.

From the place and time, it is quite clear that this witness is an additional witness to a single observation.

But it appears he was not the closest to the UFO, this probably explaining the lack of details in the report.
