November 29, 1989, sightings in the Eupen area in Belgium

A first report:

The following report was written very early after the most known observations, those of the two police officers Nicoll and von Montigny, by a ufologist who, if I correctly understood what I have been told, hesitated before letting it circulate in 2006, because he could not find an opportunity to supplement his investigation, and gathered theses testimonies during a press conference in the noises of many interventions of journalists.

This report in no way constitutes a full documentation to the whole of the sightings of that evening and not even a full documentation of the observations of these policemen.

But in addition to being one part of the case file, several points of interest to me are brought by this report:

Some "UFO-skeptics" claimed that although these two witnesses had said that the large craft that they saw was silent, another testimony had revealed that it made an engine noise, and thus the craft was a blimp of an ultralight or an helicopter (these explanations were given successively by some skeptics). This report shows first of all that actually it is question only of a barely audible humming sound, that it was the same witness that mentioned this sound, that he was one of the two police officers, who remained together during the entire observations, that this sound could only be far from being loud since it is only an impression of one of the two witnesses and two weak to be perceived by the other, and that it is so on the two occurrences.

Most "UFO-skeptics" say that for the part of the sighting in which these two police officers look at the phenomenon which is above the lake of la Gileppe, their initial report was that the phenomenon sent rays of lights in all the directions, and that that is in serious contradiction with their description in other interviews thereafter in which the phenomenon sends two horizontal rays, on each side. It proves here that this first description was not very detailed, and that the formulation used in the report, "they have both more have the vague impression that sometimes luminous rays left in all directions on the sides the phenomenon" could be only a superficial contradiction related to a simplified formulation compared to the later formulation "a ray started from each side laterally". On the other hand, it is indeed noted in this report that this was a "vague" impression, which will become indeed definitely more precise during later interviews. This point is the topic of an endless controversy, for the reason that according to some, if these rays are in all direction and vague rather than on the sides and horizontal, it gives weight to the thesis that this phenomenon was Venus (see the remainder of the section on this topic). What I see here is that this question of the rays is just flown over, mentioned, gathered under what the report's author insisted were unfavorable conditions during a press conference, while this same question is dug later by another investigator under more favorable conditions, with a whole lot of questions and answers with the witnesses on this matter.

Some "UFO-skeptics" still claim that only one investigator questioned these witnesses, and it was also claimed that this investigator would have sort of "confiscated" the witnesses. This is plainly false. This document thus constitutes part of the proof of the contrary, since it emanates from yet another investigator among several who listened to these witnesses.

Most "UFO-skeptics" pretend that the events of this evening there explain as Venus mistaken for a UFO above the lake of la Gileppe and as a blimp or ultralight or helicopter seen by two gendarmes and mistaken for an extraterrestrial craft. Even when limiting the entire case to this report only, it is already rather obvious that these explanations do not account for the events of this evening.

INTERVIEW WITH THE TWO POLICE OFFICERS AND THEIR CHIEF

Eupen 9-12-1989.

Locations:

- point A (photograph 1): on the way from Eupen to Eynatten approximately 3km outside Eupen.

- point B (photograph 2): direction West uitkijkplaats (260m altitude) Kortenbach to the village of Membach at west of Eupen,

- point C: uitkijkplaats at Henri-Chapelle where police officers of Kelmis could observe a strange phenomenon.

Their account concerning their observation on 29-11-1989:

At point (A), around 05:45 p.m., both police officers noticed for the first time a strong illumination in the air. The phenomenon was to their right-hand side (N-NE) in the air (30°) whereas they were droving in the direction of Eynatten. They decided immediately afterwards to come to a halt along the side of the way to better observe the phenomenon. It moved in a slanting line, very slow and at a low altitude, to them, and then flew almost perpendicularly away of them. They explained that they had been almost blinded at this moment by three light sources and at that moment they even had to look away to avoid this. From the very hovering, slow and silent flight they had the impression that they were dealing with a "craft" with a very important inertia and considerable dimensions. The relation between the speed and the length was very low so that the phenomenon appeared to them as very massive and they did not doubt that they were indeed dealing with a solid "craft". They were deeply impressed and did not feel any reluctance to admit they could totally not understand what they were dealing with. During the fly over, they noticed in the center of the "craft", formed by the three lights, a weird reddish gleam that they initially compared to a sort of strobe light.

Later they described as if are complex teamwork of flowing off, turning around (horizontally and vertically), swindling and extinguishing light as if it was driven to pulses (staccato) in a transparent bowel. Now they saw also clearly that the phenomenon was in fact an enormous obscure dark triangle with on every angle a strong white light that had been aimed down. (On the contrary to what appeared in the press they have explained to me that they had at absolutely no moment the impression to have had numerous lights that they had seen with reflections of them on the ground or objects). Then, they saw the phenomenon very slowly, almost motionless, and almost silent (one of them suspected to have heard a light humming sound) evolving further to the direction of Eupen, and they decided, because of the unusual character of this thing, to follow it with their patrol van (combi). They were able to do this without disturbance and more easily by not getting out of their Eupen patrol route, known by them, and this to avoid the usually busy traffic flow to Eupen, which could have caused the risk of circling around the phenomenon and loose sight of it, but also because this route brought them at places that were considerably higher than Eupen and the close surroundings. They arrived (photograph 2 & 5 - point B) after having first stopped at a couple of other places to observe the phenomenon, and they could see it hover still silently somewhere at the lake of Gileppe and [blackened: par booven verlichte uitkijtoren] (1*) there. It was then already around 06:30 p.m. and they also had the impression that the phenomenon had not flown in straight line to this point, which was only at approximately 10 km away of the first observation point, and for which then approximately 30 to 45 minutes were necessary. Whereas they looked at the phenomenon that appeared motionless above the watchtower, at least when seen from this place (point B), both of them had still the unclear impression that there were sometimes rays of light shooting in all directions from the sides of the phenomenon. Some time later they suddenly saw, around 06:45 p.m., lights appears between small scattered group of tree lines of approximately 250 meters right of them [or from them] (west - photograph 2). Their first impression was that this had to be the lights of a tractor, on the hillock behind this line of trees, of a farmer who they had seen there already former on their working day. However, they suddenly saw, at their extreme amazement, that these lights slowly and as a whole and almost perpendicularly, took off from behind this line of trees to an altitude, once again overflew the line of trees and veered to the North North-West. (2*).

This maneuver also happened almost in total silence (one of them this time also suspected to have heard a light humming sound). According to them there appeared that the phenomenon had almost followed the shape of the landscape and had followed it from behind this line of tree always at the same altitude to remain level with the landscape. During this sharp sudden turning, both had the impression that they had seen the side of "something" that could look at that that they described as if it were a very flat dark structure (they suspected greenish reflections) with on its top, something bumpy with raampjes [portholes?]. They compared that with the impression which one could get if one looked in the darkness at the side of a train wagon with lighted windows.

This impression was, according to them, of very short duration but however strong enough for both of them not do doubt the physical reality of this detail. The phenomenon came to a dead stop after this maneuver and then moved constantly and slowly to the NE to start a kind of "exploration" of the surroundings. This maneuver consisted in that phenomenon started to circle around in a spiral, always at the same altitude, above a certain area at the N-NW of them. The fictitious center of this area was at only 7 km of the two witnesses themselves. Whereas it did this maneuver they had been able to continue to go to a higher place (Walhornerfeld) to observe its maneuvers which brought it increasingly further.

A part of this maneuver was noticed by many other patrols, and also citizens, among which were one part of the brigade of Kelmis who were on point (C) at Henri-Chapelle at the edge of the area that was flown over by the phenomenon.

Once arrived at the center of the covered area, the phenomenon suddenly flew accelerating and this time in straight line to the N-NE where it disappear over the horizon, in the direction Netherlands/Germany, and this at the exact jour (timed) of 08:39 p.m.. During the entire sighting the police officers were in radio contact with their chief Creutz of their barracks in Eupen where the phenomenon was also seen a couple of time coming from beyond. This person told me that he had contact with different patrols also at this moment, which had seen the same phenomenon evolving, and that he then also contacted several agencies (military and civilian airports) to obtain information about what they thought they saw. He himself described the phenomenon, viewed from the second storey [of the barracks], as something as large as a room (?) with a range of small white lights and on each angle a large white light.

1*) The watchtower with the modern glass belvedere on top is brand new, the work begun in 1981, and it would have be open for public in Easter 1990.

2*) In a later telephone conversation (29-19-1989) [sic] the two officers could confirm to me that they had actually noticed two phenomena simultaneously and it was certainly not one phenomenon. (With the simultaneous sightings from Luik, see the SOBEPS report, this makes for three similar phenomena).

Hun verhaal over hun waarneming ven 29-11-1989:

Op punt (A), omstreeks 17u 45', merkten beide rijkswachters voor het eerst een sterk lichtschijnsel op in de lucht. Het fenomeen bevond zich aan hun rechterkant (N-NO) in de lucht (30°) terwijl ze in de richting van Eynatten reden. Ze besloten direct daarna even halt te houden langs de kant van de weg om het verschijnsel beter te kunnen observeren. Het bewoog zich in een schuine lijn, zeer langzaam en op lage hoogte, naar hen toe en vloog dan bijna loodrecht over hen heen. Ze verklaarden op dit moment bijna verblind tte zijn geweest door drie felle lichtbronnen en moesten OP dit moment zelfs hun blik afwenden om dit te voorkomen. Zijn zeer stadige, langzame en geruisloze vlucht wekten de indruk dat ze hier te doen te hadden met een "tuig" met een zeer grote inertie en aanzienlijke dimensies. De verhouding snelheidlengte was zeer klein zodat het fenomeen bij hen als zeer imposant overkwam en ze twijfelden er niet aan dat ze hier wel degelijk te doen hadden met een "solied tuig". Ze waren diep onder de indruk en voelden zelf een zekere ongemak opkomen daar ze totaal niet konden begrijpen met wat of wie ze hier te doen hadden. Tijdens het overvliegen merkten ze in het centrum van het "tuig", gevormd door de drie lichten, een bizar roodgeelachtig schijnsel op dat ze in eerste instantie vergeleken met een soort zwaailicht.

Later beschreven ze het als zijnde een komplex samenspel van wegvloeiend, ronddraaiend (horizontaal en vertikaal), oplichtend en uitdovend licht alsof het in pulsen (stakato) door een doorzichtige darm werd gestuwd. Nu zagen ze ook duidelijk dat het fenomeen eigenlijk een enorme sombere donkere driehoek betrof met op iedere hoek een sterk wit licht dat naar beneden was gericht. (In tegendeel met wat in de pers verscheen hebben ze aan mij verklaard OP geen enkel moment de indruk te hebben gehad lichtbundels te kunnen zien van deze lichtbronnen of verlichting of reflekties ervan OP de grond of voorwerpen). Toen ze het fenomeen zeer langzaam, bijna stapvoets, en bijna geruisloos (een van hen vermoedde een licht gezoem te hebben gehoord) verder zagen evolueren richting Eupen besloten ze, wegens het ongewone karakter van deze verschijning, het te volgen met hun patrouille wagen (combi). Om dit ongestoord en gemakkelijker te kunnen doen namen ze een door hen gekende patrouille route rond Eupen en dit niet enkel en alleen om de drukke verkeersstroom op de gewone weg naar Eupen te vermijden, en zodoende het risico te lopen het fenomeen uit het oog te verliezen, maar ook omdat deze route hen op plaatsen bracht die aanzienlijk hoger liggen dan Eupen en nabije omgeving. Daar aangekomen (foto 2 & 5 - punt B), na eerst nog OP nog een paar andere plaatsen kort te hebben gestopt om het fenomeen te observeren, konden ze het reeds stil zien hangen ergens bij het stuwmeer van de Gileppe en [par booven een verclichte uitkijtoren] (1*) aldaar. Het was toen reeds rond 18u 30' en ze hadden toen ook de indruk dat het fenomeen niet in rechte lijn naar dit punt was gevlogen, dat slechts op ongeveer 10 km van het eerste waarnemingspunt ligt, en waarvoor het toen ongeveer 30 à 45 minuten nodig zou hebben gehad. Terwijl ze naar het fenomeen keken, dat ogenschijnlijk bewegingsloos ging boven de uitkijktoren, althans gezien vanaf deze plaats (punt B), hadden ze beide nog de, zij het onduidelijke, indruk dat er soms lichtstralen in alle richtingen schoten uit de zijkanten van het fenomeen. Iets later zag een van hen plots, omstreeks 18u 45', lichten verschijnen van tussen een klein langerekt groepje bomen op ongeveer 250 meter rechts van hen (W - foto 2). Hun eerste indruk was dat dit de lichten van de traktor moesten zijn, OP de heuvel achter deze bomenrij, van een landbouwer die ze daar reeds vroeger op de dag aan het werk hadden gezien. Echter zagen ze plots, tot hun opperste verbazing, dat deze lichten als een geheel traag en bijna loodrecht opstegen vanachter deze bomenrij tot een hoogte nogmaals deze van de bewuste bomenrij om, daar aangekomen, scherp te draaien naar het N-NW (2*). Ook dit maneuver gebeurde bijna in alle stilte (een van hen vermoedde ook ditmaal weer een licht gezoem te hebben gehoord). Volgens hen had er bijna alle schijn van weg dat het fenomeen het reliëf van het landschap had gevolgd tot achter deze bomenrij om zodoende altijd OP dezelfde hoogte te blijven tenopzichte van het landschap. Tijdens deze scherpe bocht hadden ze de plots beide de indruk dat ze tegen de zijkant van het "iets" konden aankijken dat ze beschreven als zijnde een zeer platte donkere struktuur (ze vermoedden een dondergroene reflektie) met er bovenop iets als een verhoging met raampjes. Ze vergeleken het met de indruk die men zou kunnen opdoen als men in de duisternis keek naar de zijkant van een treinwagon die binnenin is verlicht.

Deze indruk was volgens hen echter van zeer korte duur maar wel sterk genoeg om hen beide niet te doen twijfelen aan de fysische realiteit van dit bewust detail. Het fenomeen kwam na dit maneuver vlak te liggen en bewoog stadig en traag naar het NO om aan een soort "verkenning" te beginnen van de omgeving. Dit maneuver bestond erin dat het fenomeen spiraalsgewijs begon rond te cirkelen, steeds op dezelfde hoogte, boven een bepaald gebied te N-NW van hen. Het fiktieve centrum van dit gebied bevond zich op slechts slechts 7 km van de beide getuigen. Terwijl het dit maneuver volbracht hebben ze zich nog naar een hoger gelegen plaats beheven (Walhornerfeld) om het te kunnen vervolgen in zijn maneuvers die het steeds verder brachten.

Een gedeelte van dit maneuver werd opgemerkt door menig andere patrouilles, en ook burgers, waaronder één die deel uitmaakte van de brigade van Kelmis en zich bevond op punt (C) bij Henri-Chapelle aan de rand van het gebieddat steeds weer werd overvlogen door het fenomeen.

Eenmaal aangekomen bij het centrum van het bestreken gebied vloog het fenomeen plots versnellend en in dit maal in rechte lijn naar het N-NO om aldaar te verdwijnen aan de horizon, richting Nederland/Duitsland, en dit om exakt (getimed) 20u 39'. Tijdens de volledige waarneming bleven de rijkswachters radiografisch in kontakt met hun chef Creutz van hun kazerne in Eupen die het fenomeen ook aldaar een paar maal in de verte had zien voorbij komen. Deze persoon vertelde me dat hij op dit moment kontakt had met nog andere patrouilles, die hetzelfde fenomeen hadden zien evolueren, en nam toen ook nog kontakt op met verschillende instanties (militaire en civiele luchthavens) om inlichtingen in te winnen over was ze meenden te zien. Hijzelf beschreef het fenomeen, gezien vanaf het tweede verdiep, als iets zo groot als een kamerruimte (?) met een wirwar van kleine witte lichtjes erop en OP elke hoek een groot fel wit licht.

1*) De uitkijktoren met bovenaan een moderne glazen belvedere is brandnieuw, de werken begonnnen in 1981, en het zou moeten open zijn voor publiek met pasen 1990.

2*) In een later telefoongesprek (29-19-1989) konden de beide rijkswachters me bevestigen dat ze wel degelijk twee fenomenen simultaan hadden opgemerkt en het zeker geen enkelvoudig fenomeen betrof. (Samen met gelijktijdige waarnemingen in Luik, zie verslag SOBEPS, zou dit dan drie gelijkaardige fenomenen kunnen betreffen).
