SOBEPS gives this information:

On November 29, 1989 at 09:30 p.m., near Andenne, M. B. [or Mr. B.] observed three lights in a triangle and facing down.

These headlights illuminated the ground and appeared motionless.

They were turned off suddenly after 10 minutes of observation.

There is a summary for this observation, published on the web by the Belgian ufologist Godelieve Van Overmeire in her catalog circa 1999, now gone, but much copied by UFO websites and forums. This summary is as follows:

BELGIUM, Andenne

At 09:30 p.m. three lights in a triangle and facing down are observed by M. or [Mr.] B. These lights illuminate the ground and seem motionless be are turned off suddenly after 10 minutes of observation. (VOB 1 - SOBEPS 1991, p. 46)

Above: Andenne (Arrow "A") is a French-speaking town in Belgium in the province of Namur.

Notes:

This is one of the many observation reports for that evening, which probably has not been investigated by the SOBEPS, and thus lacks details such as distance, heading, angular size, brightness compared to other sources etc.

There is no reason to criticize the SOBEPS ufologists about that: with 150 sighting reports for that one night, they were the only ones to investigate, and investigated as much as it was possible.

Around 2008, a text by French "UFO-skeptic" Renaud Leclet was published, in which he argued that some or many cases of the "Belgian flap" can certainly or perhaps be explained as caused by helicopters. He does not mention this case, but it is clear that taken as it stands, without additional information, with its total lack of strangeness, it can be explained by a helicopter, for example. Nothing would prevent the pilot or crew to extinguish the headlights or perhaps the craft just went behind an obstacle while flying away in a heading that would make it seem motionless to a distant observer.
