Maybe in November 1954, France:

Summary:

In his second book on the subject of "flying saucers," "Black-Out Sur Les Soucoupes Volantes," in 1956, the pioneer of ufology in France, Jimmy Guieu, reported that in November 1954, he had spoken with the director of a major meteorological station, a technician, "level-headed, largely unaffected by the musings of mystics and other eccentrics," who told him he had seen "a discoidal, metallic craft, reflecting the rays of the sun, moving in a valley."

The meteorologist was then at a location overlooking the valley, a position that gave him an excellent "lined-up view," and he had clearly distinguished the craft flying silently well below the ridge line.

Jimmy Guieu noted that this technician had insisted on remaining anonymous, and made this sensible remark - which was often forgotten later, when it was wrongly claimed that "astronomers do not see UFOs": "Infinitely better placed than astronomers - who observe outer space - meteorologists observe the atmosphere, the seat of the manifestations and activity of discoidal spacecraft. They have therefore had the opportunity to observe such phenomena themselves or, at least, to study with better optics the reports of qualified eyewitnesses."

Reports:

[Ref. jgu1:] JIMMY GUIEU:

In November 1954, I spoke with the director of an important meteorological station. This level-headed technician, entirely unconnected with the ramblings of mystics or other visionaries, assured me that he had seen a disc-shaped, metallic craft reflecting the rays of the sun, moving through a valley. The meteorologist was positioned at a point overlooking the valley, giving him an excellent "end-on view." He clearly distinguished the craft, flying silently well below the ridgeline. This technician insisted on remaining anonymous, and I am quick to respect his wish. I know all too well the flood of ridicule and hurtful insinuations that the revelation of his identity would bring upon him. I also know that in high places, he would easily be regarded as a dreamer, an imaginative soul. By "high places," let me make it clear, I do not mean the general administration of meteorological services. The technical staff in charge of that department have never shown hostility toward the "Saucers" problem. Far better positioned than astronomers - who observe cosmic space - meteorologists observe the atmosphere, the location of the manifestations and activity of the disc-shaped spacecraft. They have therefore had the opportunity to observe such phenomena themselves, or at least to study, with better insight, the reports of qualified eyewitnesses.

Explanations:

The required anonymity and the lack of information about dates and locations unfortunately make the case uninformative.

Of course, the fact that Jimmy Guieu heard the witness in November 1954 does not necessarily mean that the observation took place in November 1954.
