Summary:

The ufology bulletin Les Chroniques de la CLEU, of the Commission Luxembourgeoise d'Etudes Ufologiques (Luxemburg Commission for Ufological Studies), of June 1980, reproduced an article from the regional newspaper L'Est Républicain of Nancy, of January 11, 1954, indicating:

Nancy did not escape flying saucer investigations! Saturday evening, around 11:40 p.m., Mr. Georges Remy, residing in rue Exelmans, had just returned to his home when he saw a luminous object in the shape of a ring. This object was significantly above Vandoeuvre and was heading to Neuves-Maisons at a pace fairly fast though much less than that of a jet plane. The apparent diameter of the ring was approximately equal to one third of that of the Moon. It was followed by a long luminous trail whose color varied from red to pale yellow.

Mr. Rémy was able to observe the phenomenon for more than 1 minute and a half, after that he lost sight of it.

This object was significantly above Vandoeuvre and was heading to Neuves-Maisons at a pace fairly fast though much less than that of a jet plane. The apparent diameter of the ring was approximately equal to one third of that of the Moon. It was followed by a long luminous trail whose color varied from red to pale yellow.

Mr. Rémy was able to observe the phenomenon for more than 1 minute and a half, after that he lost sight of it.

Everything in the description suggests it was a meteor except for the word "ring". In principle, "ring" denotes an unfilled figure.

There are two possible solutions to this detail: on the one hand, some people do not make this difference between "ring" or "circle" and "round"; on the other hand, the central part of a meteor is sometimes so blinding that it gives the impression of something of a different color in the center, or even the impression of a dark center.

There was a widely seen meteor on January 9, 1954, but at 7:48 a.m., none are reported to my knowledge at or around 11:40 p.m.

The witness is in Nancy, rue du Maréchal Exelmans, the thing is first above "Vandoeuvres" (in reality Vandoeuvre-lès-Nancy), and headed towards Neuves-Maisons; on the map it gives us this idea of the direction of observation:
