Brief summary of the event and follow-up:

Ukrainian Anton Belousov reportedly told that southwest of Ul'ken-Borly Lake in Kustanay region, Kazakhstan, in 1978, at an unspecified, a disc-shaped metallic craft was found apparently crashed near the lake.

Allegedly, one dwarf-like humanoid was found inside the object. It is claimed that the disc and its occupant were delivered to Semipalatinsk, that the body of the humanoid is stored in the underground laboratory near the government airport at Vnukovo, that the humanoid apparently lived temporarily at Semipalatinsk apparently placed into an altitude chamber with a carbon dioxide atmosphere. Allegedly, the disc was stored for sometime at the Kustanay Airfield and was later transported to Stepnogorsk, where it was hidden in the underground bunker together with another three UFOs.

Albert Rosales indicates in his catalogue that in Kustanay region, Kazakhstan, in 1978, at an unknown time, southwest of Ul'ken-Borly Lake a disc-shaped metallic craft was found apparently crashed near the lake. One dwarf-like humanoid was found inside the object. The disc and its occupant were delivered to Semipalatinsk. Albert Rosales indicates that the source is "Anton 'Cade' Belousov, Soviet X-Files Report."

Points to consider:

Who are the witnesses? How can anyone get in touch with them for checking that they exist? Who is the original source, and what did the original source say? when did the story appear? Where? Did anyone investigate the story, and if so, where is the investigation report?

The story does not offer much to deem it credible; on the contrary it is quite typical of the large amout of such stories of unclear origin and deprived of the information that would allow verification that are made up by the sensationalist magazines of the country and eventually appear on the web without any further investigation.
