Brief summary of the event and follow-up:

Apparently, one Stanley Ingram reported that near Lexington, Alabama, USA, on August 24, 1974, at 10:30 p.m., a couple and their 10-year old daughter were driving down a long grade when the lights of their vehicle went out and the motor stalled. The husband braked the car to a stop and the lights came back on.

At that time they saw, immediately to the right along the road "between the front door and the front of the hood," a figure standing by the road; about the size of a man, to the wife "it didn't look like a man, it was just something blue." They both experienced a tingling sensation "all over, like being shocked by an electric mixer or something." They drove on, but the husband wanted to go back to see what it was; his wife loudly demurred.

Points to consider:

If one sticks to the testimony, all that occurred there is that something blue was seen near a road.

It seems to have frightened the wife, and there was a problem with the car, but the bottom line remains simply that something blue was seen near a road, which hardly makes for a high reliability or high strangeness case.
