Brief summary of the event and follow-up:

It seems that among reports of news services and newspapers articles reporting UFO sightings in the area, it was reported that on September 5 or 12, 1965, at 5 o'clock in the morning, lieutenant Sebastian Mancha, military officer responsible for the town of Santa Barbara in Peru, saw two 0.80 meters-tall beings, supposed to be Martians, walking about in the snow close to the lake Ceulacocha, in the Andes.

It is said they entered their craft; which was not described except for the mention that it took off with a noise similar to the thunder, and had left traces in snow.

[Ref. gc1:] GORDON CREIGHTON:

Gordon Creighton indicates that a Reuter report for September 13, 1965 from Lima to the Argentinian and Brazilian press; which did not reach the British newspapers, stated that on September 12, two small" Martians" were seen near Huancavelica, south-east of Lima, and that shortly afterwards a squadron of one large leading disc and four smaller discs flew around over the district for three or four minutes and were seen by hundreds of Peruvian peasants and also by many officials.

One week before, at 5 o'clock in the morning, on Sunday September 12, lieutenant Sebastian Mancha, officer of the army who is in charge of the small Andean city close to Santa Barbara, had observed during two minutes two 80 centimetres-tall "Martians" walking in the snow close to lake Ceulacocha. When they entered their saucer and flew away, there was a noise similar to the thunder. Their craft had left traces in the snow.

During the same night, several residents of Huancavelica had observed two UFOs fly over the city during two hours.

Gordon Creighton indicates that his sources are La Cronica Matutina, Buenos Aires, for September 14, 1965, Noticias Populares, Sâo Paulo, for Septembre 13, 1965, Ultima Hora for September 13, 1965, and a list of some Peruvian landings, by letter, from Donald Hanlon to the Flying Saucer Review, November 23, 1965.

[Ref. lo1:] CORAL AND JIM LORENZEN:

The authors indicate that Lieutenant Sebastian Mancha, military officer in charge of the Peruvian town of Santa Barbara, reported seeing two 32-inch beings walking about on the snow near Lake Ceulacocha in the Andes on September 12, 1965. On the same night many residents of Huancavelica watched two UFOs flying about above the town for about two hours.

In his catalogue of UFO landings, Jacques Vallée indicates that on September 5, 1965 at 05:00 a.m., in Santa Barbara, Peru, Governor Sebastian Macha saw two dwarfish creatures, 80 cm tall, on the snow near Ceulacocha. They entered a craft, which left with a thundering noise.

Vallée indicates that his source is "FSR 66, 2."

Discussing the case of Quarouble in France in 1954, the author evokes in a footnote that "small beings" were seen elsewhere, for example in Santa Barbara, Huancavelica, Peru, on September 5, 1965.

The Belgian ufologist indicates that on September 12, 1965, in Peru, in Huancavelica in the Andes, two small "Martians" had been seen and little after a squadron made up of a large disc and four smaller discs flew over the district during 3 or 4 minutes and was seen by hundreds of witnesses. Lieutenant Sebastian Mancha had observed during two minutes two "Martians" of 80 cm walk in the snow near the Ceulacocha lake. When they returned in their saucer and flew away, there was a noise similar to the thunder. The machine had left traces in snow.

Godelieve van Overmeire indicates that the source is Charles Bowen, "En quête des Humanoïdes", J'ai Lu, 1974, p. 149.

The author indicates that on September 12, 1965, in the area of Santa Barbara, near Lake Ceulacocha, a Lt. Sebastian Manche reportedly saw two 32-inch tall beings walking on the snow. That same night, many in Huancavelica watched for some two hours as two UFOs flew about above the town.

[Ref. ar1:] ALBERT ROSALES:

Albert Rosales indicates in his catalogue that near Santa Barbara, Huancavelica, Peru, on September 12, 1965, at 05:00 a.m. a Mr. Mancha observed two 80cm. tall figures walking in the snow near Lake Caulacocha. After watching them for about two minutes, the little figures disappeared "like a spark," accompanied by a very loud noise. There is nothing in the account describing the presence of any object. There were, however, other reports of flights of UFOs over Huancavelica Province at about the same time.

Albert Rosales indicates as source Humcat quoting Newspaper source and Reuters dispatch.

The website indicates that on September 12, 1965 at 05:00, in Huancavelica, Peru, a case with insufficient information occurred. An unidentified object at close range and its occupants were observed in snowy weather by one experienced male witness named Manche in a city for two hours. A noise was heard.

Points to consider:

I did not find a trace of a lake Ceulacocha in Peru. Santa Barbara is now a suburb of the town of Huancavelica, district of Huancavelica, Peru.

There is obviously an uncertainty on the date. There is mention of a source dated September 12 indicating that the event took place one week ealrier, which would bring back to September 5 but only if one interprets "a week" in the strict sense of "7 days", and other summaries seem to indicate that it actually occurred on September 12.

The details are quite thin, and the Press articles or news release by Reuter are not available to me.
