Narratives:

[Ref. lc1:] LOREN COLEMAN:

Cryptozoologist Loren Coleman indicates that he visited and interviewed the locals of the swampy area of Charles Mill Lake, Mansfield, Ohio, in 1975: in March 1959, Michael Lane, Wayne Armstrong and Dennis Patterson reported that they saw a seemingly armless 7-foot-tall humanoid with green eyes come out of the lake and leave tracks that resembled the footgear worn by skin divers.

[Ref. ar1:] ALBERT ROSALES:

Albert Rosales indicates in his catalogue that in Charles Mill Lake, Ohio, on March 28, 1959, at night, three witnesses encountered in a swampy area, a seven-foot tall luminous humanoid, apparently arm-less and with large bright greenish eyes. It left tracks behind resembling those of footgear worn by skin divers.

Albert Rosales indicates that the source is Loren Coleman, Curious Encounters.

[Ref. bu1:] BURLIGNTON UFO CENTER:

The website indicates that in Charles Mill Lake in Mansfield, Ohio, a green-eyed, seven-foot-tall, seemingly armless humanoid, was seen late in March 1959 by Michael Lane, Wayne Armstrong, and Dennis Patterson. It came out of the lake and left behind "tracks that resembled the footgear worn by skin divers."

[Ref. am1:] "AMERICANMONSTERS.COM":

The website indicates that Charles Mill Lake in Mansfield, Ohio, has a long list of fantastic, freshwater phenomenon, including a Mill Lake Monster that ranks near the top of the list for its sheer absurdity.

This "monster" was first witnessed in late March of 1959 by Michael Lane, Wayne Armstrong and Dennis Patterson, as it emerged from the lake.

It was described as being an "armless" humanoid, standing over 7-feet tall with luminous, green eyes.

Points to consider:

Charles Mill Lake

A view of Charles Mill Lake.

The date of March 28, 1959 is not certain and could be March 1959 without precision of day, as indicated in the most primary source quoted by the later sources that add this precise day.

The eyes of the creature were green, but the most primary source by no means states that they were luminous. The most primary source indicates luminous green eyes for another later case in the same area, but not for this case.

Here is a case without reported commonplace explanation but it does not have the support of an investigation report, and crucial data such as the distance of observation or the layout of the ground traces are not available; it is not impossible that some confusion occurred. No UFO was seen, with the result that the case certainly belongs rather to cryptozoology than ufology.
