Points to consider:

Allen R. Utke, who seems to be the source for the report, is a 74 year old chemist with M.S. and Ph.D. degrees in inorganic chemistry from the University of Iowa. He retired in 1999 as Professor Emeritus of Chemistry at the University of Wisconsin Oshkosh. He wrote and lectured about biochemistry, the notion of reality, the future of mankind in the cosmos, etc. He was consultant of the ufology group APRO and one of the original founders of MUFON in 1969 and its director until 1970. He stated on the UFO question in the Wisconsin Journal Times for January 17, 1973, that he "is 60 per cent convinced they are crafts of extraterrestrial beings, and 40 percent convinced they are just a natural phenomenon unknown to man".

I searched in the 20 Wisconsin newspapers for 1947 I can browse and found nothing on the incident, most likely reported to Dr. Utke later than 1947.

"Allen Utke", the reference likely given in ¨[ar1], is a poor reference. I found nothing from him on this case in the MUFON Journal or the APRO bulletin which I have, and nothing in other sources I have.

The report is extremely poor, of course.
