ALSACAT:

ALSACAT is my comprehensive catalog of UFO sighting reports in Alsace, the region is the North-East of France, whether they are "explained" or "unexplained".

The ALSACAT catalog is made of case files with a case number, summary, quantitative information (date, location, number of witnesses...), classifications, all sources mentioning the case with their references, a discussion of the case in order to evaluate its causes, and a history of the changes made to the file. A general index and thematic sub-catalogs give access to these Alsatian case files.

In the archive of the French ufology magazine Lumières Dans La Nuit, there is a case dated May 23, 1974, in Strasbourg:

At 5:30 p.m., Mr. Richard C. saw from a window on the 13th floor of a building in the Neudorf district, to the east, a "fairly large" dot of light of "light white" color, doing some fairly short ups and downs for a few seconds, then rising much faster, sideways, north, and disappearing.

Mr. Richard C. sees from STRASBOURG-NEUDORF through a window on the 13th floor of a building, towards the EAST (Germany) a rather large bright dot of light white color, making a few fairly short ascents and descents for a few seconds, then rise much more quickly, obliquely towards the NORTH and disappear.

The information is rather poor, and there has been no investigation as far as I know.

The strangeness of the report is low, it could have been a helicopter for example.
