In the archive of Project Blue Book, the study - and debunking - program for UFO sighting reports conducted by the Air Technical Intelligence Center (ATIC) of the U.S. Air Force, there is a list of foreign observations in August 1954, collected by the CIA from the press.
One of the cases is noted as dated August 22, 1954, and having occurred in northern France; the assessment is that it was an "unknown."

The above document is from the Blue Book archivw, and is a summary made from intelligence reports by the CIA containing supposed UFO sightings in countries outside the USA.
