Project SIGN was the first major classified report on the subject of unidentified flying objects to be issued by the Air Force. Some portions are rather dry and bureaucratic, while other areas of this report are quite frank and even surprising in their candor - and in their consideration of UFOs as someone else's "spaceships." The original version runs 44 pages in total.
These four pages (pages 27 through 30) from PROJECT SIGN are particularly elloquent in terms of their speculation on intelligent life in the universe. The particular emphisis here however is on intelligent life in our solar system. They speculate heavily on UFOs being Martian in origin, but feel that the odds of UFOs originating from outside our solar system are extremely unlikely. Fascinating reading!
