Brief summary of the event and follow-up:

The first version came under the signature of the sensationalist Russian ufologist Valimir Azhazha in FST in May 1979. It said:

In the summer of 1975, First Lieutenant Pal'tsov, stationed in the Borisoglebsk Region, was returning in the morning to his unit when he saw a cupola shaped "something" in the bushes beside the road. He walked towards it, and when he was some 30 metres from it, it took off and flew across the road and landed again. Pal'tsov ran towards it, but when he was only a few metres from it, he felt himself running into a resilient wall, and lost consciousness. The last thing that he could remember was seeing two humanlike figures in a transparent cupola. One of them was seated at what looked like a desk, and the other was standing and looking out through the cupola.

Then, the June 25, 1980, issue of Weekend magazine apparently reported that they found details of three UFO and entity cases, sent in by their Moscow correspondent Alan Henderson. One of these was said to come from an undated Pravda newspaper:

The case, which created a stir, came from a veterinary, Dr. V. G. Paltsev, who told he found a grounded saucer-shaped alien craft while on his rounds in the country, 500 miles south-east of Moscow.

Besides were three small humanoids with egg-shaped heads and long fingers.

As the vet approached, he was knocked over by a strange force. When he recovered, his watch had stopped and he saw the craft glow before rising and "vanishing".

After that, the vet reportedly dreamed repeatedly that he had been carried into the saucer while unconscious. A doctor who questioned Paltsev under hypnosis said it seemed that he probably had been taken for a saucer ride.

Such is the oldest information which I could find, already two diverging versions.

With later sources all becomes even more confused. Depending on the various sources, the date is given as "the Summer of 1975", "March 15, 1975", or "May 15, 1975", or "June 15, 1975", or "1978", or "June 16, 1978", or "June 1980".

The place is given as "500 miles from Moscow", or "500 miles in the south-east of Moscow", or "near Borisoglebsk " or "in Voronezh", or "near Voronezh", or "in Gribanovka" or "on the Borisoglebsk - Voronezh highway".

A web catalogue publishes the case twice with different dates, another web catalogue apparently based on UFOCAT manages to publish the story three times, each at a different year.

Certain aspects of the report are found in most versions, but others differ. The alleged witness is sometimes a veterinary surgeon, sometimes a "Senior Lieutenant"; maybe he was a retired veterinary officer. While the entities are three small humanoids with egg-shaped head and long fingers next to the saucer, other versions makes them "human-looking" and inside the saucer's cupola.

One of the reports gives the case as follows: close to Borisoglebsk, Russia, on June 16, 1978, after midnight, the witness hitch-hiked to get back home, when he located a gently glowing object on a nearby field. He approached and could see that it had a transparent dome on the top, with three small humanoids with large egg-shaped heads and very long fingers inside the dome.

These beings seemed busy around a central console. 25 meters from the object, the witness was stopped by a field of force and lost consciousness. The field of force stopped, he allegedly went closer to the saucer, but a wind blow knocked him down. The saucer started to become luminous, rose, and suddenly flew away fast.

Back home, the alleged witness reportedly noticed that the briefcase he had carried seemed old and frayed. He would have realized that he had lost 45 minutes of time. Under hypnosis, he "remembered" to have been gently brought inside the saucer for an "examination".

One version says that his watch had stopped. It is sometimes said that at nights, after this experience, it was in dreams that he saw himself taken along unconscious inside the saucer. Lastly, a single version says that when the craft flew away, a motorcyclist riding nearby had also seen it.

The Belgian ufologist indicates that in 1978, in the USSR, "the veterinary surgeon V.G. Paltsev, on his round 500 miles from Moscow, was face to face with a machine on the ground. Three small humanoids with egg-shaped heads, with long fingers at the hands, stood near the vehicle. As the veterinary surgeon wanted to approach he was knocked-out by a strange force. When he awoke, he noted that his watch had stopped. Above him the shape of a disc of fire color was disappearing. Dr. Paltsev returned home, continued to work as if nothing had happened. But in the night, very often, he dreamed that had been taken on board the machine while he was unconscious."

Albert Rosales indicates in his catalogue that near Borisoglebsk, Russia, on June 16, 1978, after midnight, the witness had been hitchhiking home when he spotted a soft glowing object on a nearby field and walked towards it. As he neared it he could se that the object had a transparent dome on top and inside he could see three short humanoids. The beings had large egg like heads and very long fingers. They seemed to be working around a central console. When he got to 25 yards from the object he was stopped by a force field and blacked out. When he came to he noticed that the briefcase he had been carrying looked old and frayed. The force field was gone so he walked toward the object but was knocked down by a blast of wind. The craft began to glow and rose off the ground and suddenly shot away at high speed. He later learned that he had somehow lost 45 minutes of time. Later under hypnosis he recalled being gently led into the craft and examined.

Albert Rosales indicates that the source is "Fortean Times #33, Quoting Felix Zigel."

Albert Rosales indicates in his catalogue that near Voronezh, Russia, on May 15, 1975, early in the morning, In a highway near the city Senior Lieutenant Vladimir Paltsev saw a strange object on a wooded clearing right off the side of the road. He exited his vehicle and approached the object in order to investigate. As he neared he could tell that the object was a transparent ellipsoid. As he got closer he was able to distinguish two human like figures inside a transparent cupola. One of the figures placed its palm on the internal dome of the craft and Paltsev realized that it appeared to be a human hand. At this point the officer struck what appear to be a dense wall of air, and lost consciousness. When he came to he again attempted to approach the object but was unable to overcome the invisible barrier. He then sat at the edge of the road and watched the object rise up and fly low over the road, at this time a motorcyclist driving by also saw the craft, which soon disappeared from sight.

The website indicates that on 15 June 1975 at 01:50 in Gribanovka, Russia, "An object was observed. It departed by rapidly flying straight up until lost to sight. Physiological effects were noted. One domed disc, around 100 feet away, was observed by one experienced male military witness on a farm (Paltsev)."

Points to consider:

This is all quite confused, thus it is not easy to assess.

In the worst case, someone made up all the story entirely, hypnosis session included, and sent it to the Pravda.

I chose the date of May 15, 1975 for the file; this is more or less arbitrary considering the many different dates given by the sources. I think it is likely that the dates in 1978 would be those of the publishing in Pravda, that the date in 1980 is a confusion of the date of the case and the date of the publishing in FSR.
