The Belgium flap:

On November 29, 1989, in the Eupen region:

At 07:30 p.m. between Lontzen and the Charlemagne road, the guard-forester of Lontzen:

SOBEPS gives this information:

On November 29, 1989, at 07:30 p.m., the guard-forester of Lontzen, by car, between Lontzen and the route de Charlemagne, saw in the sky "four powerful headlights", contours are oval and the two in the center are a little smaller and lower than the other two.

This was consistent with the idea that it could be a square plate, slightly tilted, but he did not manage to see the structure that supported the headlights. However, he did see a smaller central red light.

He pulled off, shut down the car engine and car lights to observe the phenomenon, lowering the window.

He heard no noise, although this craft was flying at about 50 meters above the ground.

It approached him following a straight line facing the northeast. It came very close and then took a 180 degrees turn. When it goes away, the witness sees only the red light, which seems to be set lower than the headlights.

There is a summary for this observation, published on the web by the Belgian ufologist Godelieve Van Overmeire in her catalog circa 1999, now gone, but much copied by UFO websites and forums. This summary is as follows:

1989, November 29

BELGIUM, Lontzen

At 07:30 p.m., the witness, a guard forester, observes a trapezoidal shape, completely silent 50 m from him. 4 headlights define the trapezoid or square and a central red light flashes. The object makes a U-turn on the spot without stopping. (Franck Boitte, Inforespace n° 85 p. 36)

Source example:

Luminosity of the sky during this sighting:

This is a night, the sunset was at 04:43 p.m.

Localization:

The "route Charlemagne" is now the Route Nationale 3 or also "chaussée de Liège".

Above localization of the sighting.

The red dot shows the route Charlemagne, or "N3", in yellow.

The green dot shows the center of Lontzen.

It is said the sighting occurred between these two places.

The witness drives a car, thus he might have been on the Montzenerstrasse, or Busch, the roads that joins these two places.

Lontzen is several kilometers North of Eupen.

Notes:

The case has little data and thus it is not possible to pronounce a sure explanation. Maybe this is all the data there is, maybe there is only this witness statement with only those elements.

However, it is again a bit striking find a familiar plot here: seeing a flying "thing", someone takes the trouble to stop their car, turn off the engine, and listen. The man probably thought of a helicopter or a plane, and wanted to make sure, and obviously did not expect that the thing is silent. This is a behavior that appears in a number of motorists observations that night in this region. This does not sound too good for explanations of the aircraft type. We have one more person puzzled by a flying thing that night...

The data we should get are chiefly angular sizes, elevations, angular velocities.
