SOBEPS gives this information:
On novembre 29, 1989, in Kelmis, aka La Calamine, at about 7 p.m., Mr. C. is walking with his dog. At the turn of a street he comes to an opened area, and after some 50 meters he sees a luminous craft at 300 or 400 meters above him.
A few seconds later, all turns off, but four large projectors, arranged in a square, immediately light up and send beams of white light towards the ground.
During a short while, he is caught into one of them, he is dazzled by this light and becomes frightened.
Then the objet goes up fast and disappears in the direction of Eupen.
SOBEPS published a sketch for the objet, looking like the one below. No "edges" of an object is indicated, we only see the four white lights arranged in a square:

Monsieur Coenrats [sic, "Coenraets" actually] saw the same object suddenly appear right above him, at a height of 300 or 400 metres, and then its lights went out, whereupon a different luminous phenomenon made its appearance, with four searchlights directed down towards the ground. When he found himself caught in the beam of one of them, which dazzeld him, he panicked. He then saw the thing finally move away towards Eupen, climbing as it went, and appearing simply like a shapeless luminous mass.

There is a summary for this observation, published on the web by the Belgian ufologist Godelieve Van Overmeire in her catalog circa 1999, now gone, but much copied by UFO websites and forums. This summary is as follows:

BELGIUM, Kelmis (La Calamine)
At approximately 7 p.m. Mr. C. is walking with the dog. At a street corner he reaches an open area. After fifty meters he saw a luminous craft at 300 or 400 m above him. A few seconds later everything turns off but four big lights arranged in a square immediately light up and send beams of white light towards the ground. In a short time the witness is caught in one of the beams. He is dazzled and seized by fear. The object then rose rapidly and disappeared in the direction of Eupen. (VOB 1 - SOBEPS 1991 p. 35)

Kelmis is the German name for the village whose French name is La Calamine.
Holland is in the North, Eupen at the South, so, the flight direction as indicated by the witness in North to South.

The report is relatively meager, it lacks essential data such as the angular size, the angular speed, the duration, and whether this was silent or noisy, and I would not have been to much surprized if someone had sais this was just a helicopter.
However, we have to note here that another person was puzzled by a flying object, a sighting to read about in connection with the numerous other sighting reports then and there.
