Summary:

In a 1987 catalog of regional observations, the ufology group A.D.R.U.P. reported that according to according to a "testimony of his wife" in a "lost press article", an observation took place in Perrigny, on January 12, 1954, at 7:45:

Mr. X observed in the sky, a cigar.

Explanations:

The catalog in [vi1] is defined as a catalog of observations in the Côte-d'Or department, but Perrigny is in the Jura department.

This totally uninformative report remain without proven explanation for lack of information, were it not that the next case in the same A.D.R.U.P. catalog makes it clear that this next case, said to be identical to that one, was a perfect description of a meteor.

This other case also makes it clear that the time "7:45" should be understood as 7:45 a.m.

The date may be wrong - the "lost press source" makes it hard to check, and there was a widely reported meteor at that hour on January 9, 1954. The date may be that of the publication of the Press source.

The "lost press article" was probably in the regional newspaper La Bourgogne Républicaine.
